Project: Environmental Investigations & Transfer
of Anacortes Refinery

Background
In 1997, the Shell Oil Company began negotiations to sell its Anacortes
Refinery. PGG assisted with this property
transfer and continues to serve as an environmental consultant for the new owner.
Challenges
The refinery had been in operation for over 40 years; as such, it had
a long environmental history, despite its highly favorable hydrogeologic
setting, which generally discouraged contaminant migration.
Approach
During our 15-year association with this refinery, we have consulted on
many environmental issues. Consequently, for this project, we leveraged
on our historical knowledge of the area’s hydrogeology, RCRA permitting
work and investigations, and long-term monitoring data for soils, pore
water, and groundwater. One particularly useful tool in this property
transfer was a Geographic Information System we developed to view the
refinery’s hydrogeology in three dimensions, along with contaminant
transport pathways such as utility corridors. This system also allows
users to query and view environmental chemistry data.
Outcome
Our extensive institutional knowledge of the refinery’s environmental
history proved valuable to this project. Shell described our contribution
as a key element in the property’s smooth transfer.
